Policy Support

For governments to enact policies and laws to protect the environment, they need access to useful scientific data and expert guidance.

Since inception, we have assisted governments at all levels, in Australia and overseas, develop environmental policy by providing technical support and staff training on relevant environmental management skills. 

Our technical expertise and broad experience in all areas of air quality management and meteorology enables us to help in many different ways. For example, in the past we have successfully helped governments:

  • Develop methodologies 
  • Conduct surveys 
  • Develop benchmarks 
  • Prepare technical reports 
  • Produce industry handbooks 
  • Collect and analyse data 
  • Review international standards 
  • Develop assessment criteria 
  • Train staff.

On a day-to-day basis we interact with state EPAs and other environmental departments to address issues and provide guidance and feedback.

On a project basis, we have been involved in a number of significant projects that have shaped environmental policy in Australia including: 

  • Support to the National Pollutant Inventory (NPI) -  PAE was instrumental in the development of the NPI and compiling the original list of pollutants for the database and emissions estimation technique manuals
  • Policy advice to the National Environment Protection Council (NEPC) for the development of the National Environment Protection Measure – Air (NEPM Air). PAE identified major drivers of air pollution in Australia and developed a rational framework for developing management priorities and methods.
  • Development of the technical basis underpinning the policy for installation of vapour phase reduction (phase I and phase II) technology at petrol stations within the metropolitan Sydney region and Greater Metropolitan Region of NSW for NSW DECC.
  • Preparation of the comparative fuels study involving technical analysis of emissions and toxicity of pollutants underpinning the Commonwealth’s policies on alternative fuels.
  • Policy advice to the Queensland EPA sustainability section on the effect of E10 fuel on air quality in South East Queensland.
  • Development of technical policy guidance documents for the development of point source inventories, diffuse source inventories and the use of Pollutant Release and Transfer Register (PRTR) data – for the Organisation of Economic Co-operation & Development (OECD, Brussels).
